Presidential Amnesty Programme Launches New Initiative for Post-Graduate Studies in the UK
The Presidential Amnesty Programme (PAP) has made a significant move by sending over 140 beneficiaries of its foreign scholarship scheme to pursue post-graduate studies in universities across the United Kingdom. This initiative marks a major step in the program’s ongoing efforts to foster development and empowerment in the Niger Delta region.
The announcement was made through a statement released on Friday by Mr. Igoniko Oduma, the Special Assistant on Media to the Administrator of PAP. The agency emphasized that this scholarship program is a direct contribution to President Bola Tinubu’s vision for the Niger Delta, aiming to enhance human capital and drive socio-economic growth in the region.
A Legacy of Peace and Development
Established in 2009, the PAP was initially created to address the issue of militancy in the Niger Delta. Its primary objectives included disarming and rehabilitating former agitators to promote peace and stability in the oil-rich region. Over time, the program has expanded its focus to include skills training, education, and empowerment projects, all aimed at fostering long-term development and community engagement.
At a pre-departure orientation ceremony held at the PAP headquarters in Abuja, the Administrator, Dennis Otuaro, highlighted the importance of this new initiative. He stated that the program is part of a broader effort to build human capacity in the region and bridge gaps in human capital development.
A Vision for the Future
Otuaro expressed confidence that the 140 beneficiaries would return from their studies with the knowledge and expertise needed to contribute meaningfully to the socio-economic advancement of the Niger Delta. “When they complete their studies and return, they will add value to the communities, the region, and the nation,” he said.
He also reiterated the program’s commitment to advancing the development agenda of President Bola Ahmed Tinubu. “When the President appointed me last year, he gave me a mandate, and that is to take this programme to the people. That is what we are doing,” Otuaro explained.
Focusing on Industry-Relevant Disciplines
The Administrator noted that the program targets disciplines that are competitive in the industry, ensuring that beneficiaries gain knowledge that can be applied effectively in both the region and Nigeria as a whole. While PAP continues to run other education and vocational programs locally, the foreign scholarship component is designed to produce high-end professionals with global-scale expertise.
“Although we have other aspects of the PAP, this foreign postgraduate scholarship deployment takes cognisance of professional areas that are industry-competitive. We also deploy beneficiaries for other programmes in-country,” Otuaro added.
A Call for Focus and Responsibility
As the beneficiaries prepare for their journey, Otuaro urged them to remain focused on their studies. He warned against distractions that could jeopardize the Federal Government’s investment in their education. “We need them to stay committed to their academic pursuits so that they can fully benefit from this opportunity,” he said.
This latest initiative underscores the PAP’s ongoing commitment to transforming the Niger Delta through education, empowerment, and sustainable development. With a strong emphasis on global standards and industry relevance, the program aims to create a lasting impact on the region and the country as a whole.
