Florida Representative Byron Donalds directly linked fraud schemes in Minnesota to the funding of foreign terrorist groups this week, telling listeners on theWill Cain Countrya podcast suggesting that American taxpayer funds may be reaching the hands of Al-Shabaab.

On the Fox News Podcast Network, the Republican congressman talked about the House Oversight and Government Reform Committee’s recent investigation into Somali fraud cases in Minnesota. As per Donalds, the problem goes well beyond local theft, involving a complicated network of international financial flows that ultimately supports Al-Qaeda affiliates.

“Money from American taxpayers is ending up in the hands of foreign terrorist groups,” Donalds said.

The legislator described a particular method referred to as a “hawala network”—a system involving individual money transferers commonly utilized in Somalia and nearby areas to move money beyond conventional banking systems. Donalds claimed that scammers in Minnesota were buying real estate in Kenya and Turkey while sending money back to Somalia via these unofficial channels.

Since Al-Shabaab, a branch of Al-Qaeda, is deeply involved in the region’s financial activities, Donalds stated it is “common sense” to assume the terrorist organization is taking a cut.

They have their hands deeply involved in this hawala system,” Donalds stated. “Once the money is transferred offshore to Somalia… it’s a fact that some of those funds ultimately reached the possession of Al-Shabaab.

Accusations of Political Complicity

Donalds focused on the political consequences in Minnesota, making strong claims against Governor Tim Walz and Attorney General Keith Ellison. He implied that the state’s leaders were not just careless but intentionally blocked attempts to prevent the theft.

Donalds asserted that the administration “prevented public employees from conducting investigations” into the fraud, claiming that the reluctance to take action was connected to campaign financing.

“It’s evident that the Walz administration, Tim Walz personally, his campaign, and even the Attorney General Keith Ellison were receiving campaign donations from these individuals involved in fraudulent activities,” Donalds stated. He characterized the state’s political system as “deaf, dumb, and blind,” alleging that officials were “aiding and abetting” the scheme.

The legislator also presented an idea about Governor Walz’s political trajectory, claiming the scandal was the main reason for his choice not to run for re-election.

When you are aware of the fraud and allow it to persist, it shows, in my opinion, complicity in what was taking place,” Donalds concluded. “This is why.
